Who is a leader?

Was having my lunch at my office desk when i read this on my calendar:

"A Leader is best when people barely know he exists, when his work is done, his aim fulfilled, they will say: We did it ourselves." - Lao Tzu

"We" means the members or the leader?

A leader can have many members helping in his work, but claims the credit. A member can have many leaders but only claims the debit.

Perhaps the phrase means Members = REAL Leaders
